Tosca Bruno-van Vijfeijken

Tosca Bruno-van Vijfeijken has worked on international development and civil society issues for almost 30 years, both in practice as well as in academia. She is the Director of the Transnational NGO Initiative (TNGO Initiative) at the Maxwell School of Citizenship and Public Affairs at Syracuse University.



Tosca focuses on the governance, leadership and effectiveness of international non-governmental organizations (INGOs), and directs the TNGO Leadership Institute and its related customized leadership development work with INGOs. Tosca also works on change leadership and management in INGOs, and on evaluation. She is a member of the Advisory Panel of Charity Navigator, and board member of InterAction and Public Interest Registry.



As a former international development practitioner, Tosca worked at the European Center for Development Policy Management in the Netherlands (1988-1992), served as UN District Electoral Supervisor in Cambodia during the UNTAC peacekeeping operation, and worked with UNDP and PACT in Cambodia (1992-1994). Tosca also worked at the World Bank (1995-2001) in Washington DC and Vietnam, where she headed the Bank’s work on public participation approaches and social development in East Asia. She is fluent in English and Dutch.
